Ryotwari tax collection system
The system was devised by Capt. Alexander Read and Thomas (later Sir Thomas) Munro at the end of the 18th century .
and introduced by the latter when he was governor (1820–27) of Madras (now Chennai).
introduced by Captain Alexander Read was called the ryotwari. The system was further developed by Thomas Munro, the Governor of Madras and came to be known as the Munro system.
Ryotwari system is the system in which the peasants were considered as the owners of the land.
They had a license to sell, mortgage or gift the land.
The taxes were directly obtained by the government from the peasants. The taxes were 50% in dryland and 60% in the wetland.
रैयत का अर्थ होता है कल्टीवेटर अर्थात किसान।
इस सिस्टम में जमीन का मालिककाना हक पर्सन के पास या फिर उसकी फैमिली के पास होती था जो लैंड को कल्टीवेट करता था ।
इस प्रकार से इस में जो टैक्स है वो डायरेक्टली कंपनी को दिया जाता था ।
फार्मर के लिए यह मोर स्टेबल और फ्लैक्सिबल सिस्टम था ।
इसमें किसान अपनी जमीन को सबलेट, मॉर्टगेज और ट्रांसफर कर सकता है गिफ्ट या फिर सेलिंग के माध्यम से । इसमें किसान से उसकी जमीन नहीं छीनी जायगी ।
