संघवाद को कमजोर  और राज्यों की स्वायत्तता को खत्म  कर रही है केन्द्र सरकार??? 2014 में जब राष्ट्रीय जनतांत्रिक गठबंधन सरकार (NDA) ने पदभार संभाला था , तो उम्मीदें थीं कि भारत सहकारी संघवाद की ओर बढ़ेगा।  ऐसा इसलिए था क्योंकि नरेंद्र मोदी, गुजरात के मुख्यमंत्री के रूप में, राज्यों की स्वायत्तता का समर्थन कर रहे थे।  इस आशा को तब बल मिला जब नीति आयोग ने सहकारी संघवाद को बढ़ावा देने के मुख्य उद्देश्य के साथ भारत के योजना आयोग को बदल दिया। नेशनल इंस्टीट्यूशन फॉर ट्रांसफॉर्मिंग इंडिया (नीति आयोग) का गठन करने वाले 1 जनवरी, 2015 के कैबिनेट संकल्प ने दूसरों के बीच यह स्पष्ट किया है कि, :  1 "भारत अलग-अलग भाषाओं, आस्थाओं और सांस्कृतिक पारिस्थितिक तंत्र के साथ एक विविधतापूर्ण देश है... संघ के राज्य ऐसा नहीं करते हैं। 2 केंद्र के मात्र परिशिष्ट बनना चाहते हैं। वे आर्थिक वृद्धि और विकास की संरचना के निर्धारण में निर्णायक भूमिका चाहते हैं। 3  एक आकार-फिट-सभी दृष्टिकोण, जो अक्सर केंद्रीय योजना में निहित होता है, में अनावश्यक तनाव पैदा करने और राष्ट्रीय प्रयास के लिए ...

Saving the precious Wasteful consumption of groundwater must be disincentivised The Ministry of Water Resources recently made public a report that gives a snapshot of India’s groundwater situation.  1  On the surface, there is good news:  the total annual groundwater recharge —  defined as the groundwater stored —  for the entire country is 437.60 billion cubic metres (bcm) out of which the quantity extracted was 239.16 bcm.  2 A similar assessment in 2020 found   that the annual groundwater recharge was 436 bcm and extraction 245 bcm.  In 2017, recharge was 432 bcm and extraction 249 bcm. 3  The 2022 assessment suggests that groundwater extraction is the lowest since 2004, when it was 231 bcm.  A decrease in groundwater extraction may indicate   1b better water management; 2   however, the report — called the National Compilation on Dynamic Ground water Resources of India — 🌺 itself says :  that the improvement is...
