हमारे देश में 92 फ़ीसदी बांध ऐसे हैं जो अलग-अलग राज्यों को जोड़ने वाली नदियों के ऊपर बने हुए हैं. ऐसे में अगर किसी भी बांध में किसी भी तरह की समस्या आती है तो उसका खामियाजा अलग-अलग राज्यों को उठाना पड़ सकता है. 

इससे पहले भी कुछ ऐसी घटनाएं हो चुकी हैं जहां पर बांध से अत्याधिक पानी छोड़े जाने या बांध में किसी तरह की तकनीकी दिक्कत के चलते राज्यों और जनता के सामने भारी दिक्कत पेश आई थी. लिहाजा ऐसी सभी समस्याओं का सामना करने के लिए जरूरी है कि हम इस बिल को पास करें जिससे कि देश के बांधों को और ज्यादा सुरक्षित किया जा सके.

बिल को लाने का मकसद देश में बांधों का निरीक्षण, सर्वेक्षण, रखरखाव और संचालन करना है.

What is the Dam Safety Bill?

The Bill proposes to help all states and Union Territories adopt uniform dam safety procedures. 

It aims to “provide

• for surveillance, inspection, operation and maintenance of the specified dam for prevention of dam failure-related disasters, and
•  to provide for institutional mechanism to ensure their safe functioning and for matters connected therewith or incidental thereto.”

A National Committee on Dam Safety

• with a three-year tenure, 
• comprising the chairman of the Central Water Commission, 
• a maximum of 10 representatives of the central government in the ranks of joint secretary,
•  a maximum of seven representatives of the state governments, 
• and three experts, will be formed as part of the Act.
