परिचय:
तीस्ता-3 बांध भारत के सिक्किम राज्य में तीस्ता नदी पर स्थित एक प्रमुख जलविद्युत परियोजना है। यह परियोजना भारत की सबसे बड़ी पनबिजली (Hydropower) परियोजनाओं में से एक है और उत्तर-पूर्वी क्षेत्र में ऊर्जा उत्पादन के लिए अत्यंत महत्वपूर्ण है।
स्थान और निर्माण:
• यह बांध सिक्किम के उत्तरी जिले (North Sikkim) में चुंगथांग (Chungthang) के पास स्थित है।
• यह एक रन-ऑफ-रिवर (Run-of-the-River) प्रकार की जलविद्युत परियोजना है, जिसका निर्माण सिक्किम उर्जा विकास निगम (Sikkim Urja Limited) द्वारा किया गया था।

महत्व:
1. ऊर्जा उत्पादन: यह परियोजना सिक्किम को बिजली उत्पादन में आत्मनिर्भर बनाने और अधिशेष बिजली अन्य राज्यों को भेजने में मदद करती है।
2. पर्यावरणीय प्रभाव: इस परियोजना से पर्यावरणीय प्रभावों को लेकर चिंताएँ उठी हैं, क्योंकि इससे स्थानीय पारिस्थितिकी तंत्र, विशेषकर तीस्ता नदी के जल प्रवाह और मत्स्य संसाधनों पर प्रभाव पड़ सकता है।

On January 27, 2025, an expert committee constituted by the Ministry of Environment, Forests and Climate Change recommended a proposal to rebuild the Teesta-3 dam on the Teesta river in Sikkim.
glacial lake outburst flood 2023
In October 2023, a powerful glacial lake outburst flood (GLOF) from the South Lhonak lake had decimated the dam and its hydroelectric power generation facility.
The waters also carried debris from the dam forward like a fluid battering ram, heightening the damage further downstream. In all, over 100 people were killed while more than 80,000 people in four districts were affected.

It became clear later that a moraine / wall on the South Lhonak lake’s flank / suffered a slope failure, weakening the terminus अंतिम स्टेशन . The failure also sent rocks tumbling into the lake, generating a strong ripple.

A report by the Central Water Commission of last year found that the number of “glacial lakes and other water bodies” in the Himalayan region had become 10.8% more numerous between 2011 and 2024 and that their combined surface area had increased by 33.7% in the same period.

itself was formed in the early 1960s and grew to 167 hectares by 2023.

As The Hindu has reported, the committee’s decision was motivated by the fact that Teesta-3 was “successful” and “commercially viable” and that its power-generating equipment “was largely intact” following the GLOF.
विरोध
Teesta-3 has also been the subject of several public interest litigations asking for it be scrapped: because of its location (in an earthquake- and landslide-prone area); issues in its techno-economic clearance; its non-compliance with a 1996 notification to have Sikkim hold 51% equity; and alleged corruption.

According to the committee, Teesta-3 2.0 is
- to be built with concrete alone rather than concrete and rocks as before;
- to have a spillway nearly three-times more voluminous / भारी-भरकम ;
- and to have an early-warning system for flooding.
- The facility’s new design is modelled by the India Meteorological Department, with the “maximum possible rain” in the next century in the region.

Experts had already doubted whether the 2023 GLOF was triggered by heavy rain because local weather stations recorded only moderate rainfall or less in the area around the time.

रिपोर्ट में यह कहा गया—
मृदा अपरदन (erosion) और तलछट प्रवाह (sediment transport) को कम आंका गया है
- जब झील फटती है, तो पानी तेज़ी से बहते हुए मिट्टी, चट्टानों और तलछट (sediment) को अपने साथ बहा ले जाता है।
- इस प्रक्रिया को GLOF मॉडलिंग में पूरी तरह से शामिल नहीं किया जाता, जिससे पूर्वानुमान सटीक नहीं हो पाते।
नदी किनारों का कटाव (riverbank collapse) और भूस्खलन (landslides) की अनदेखी

The commercial viability of Teesta-3

- But since climate change multiplies risk everywhere, production in specific locales should be weighed against the consequences.

Property and livelihoods downstream of Teesta-3 1.0 suffered greater damage due to the dam being in the swelling river’s way.
If the new design holds, Teesta-3 2.0 may be able to reduce the downstream damage due to a (hypothetically) identical flood.
But if a stronger and/or significantly different flood occurs, the damage could be even greater.

आपदा-प्रवण क्षेत्रों में पुनर्निर्माण पर बहस
अमेरिका के जॉर्जिया इंस्टीट्यूट ऑफ टेक्नोलॉजी के प्रोफेसर ब्रायन स्टोन जूनियर ने 2024 में अपने लेख "The lunacy of rebuilding in disaster-prone areas" में लिखा:
"हम जलवायु परिवर्तन से बाहर निकलने के लिए सिर्फ इंजीनियरिंग समाधानों पर निर्भर नहीं रह सकते; अंततः हमें प्रभावित क्षेत्रों से पीछे हटना ही पड़ेगा।"
इसका मतलब यह हुआ कि अगर किसी क्षेत्र में जलवायु परिवर्तन के कारण बढ़ते जोखिम को स्थिर रखना है, तो दो ही विकल्प हैं:
- या तो उस क्षेत्र को छोटा करना होगा (अर्थात्, वहां से लोगों को हटाना होगा)।
- या फिर उस क्षेत्र में संपत्ति, जीविका और मानव जीवन की रक्षा की लागत लगातार बढ़ती जाएगी।
क्या बाँध और जलविद्युत परियोजना को फिर से बनाया जाए?
सिर्फ यह तर्क देना कि यह परियोजना व्यावसायिक रूप से फायदेमंद थी, पर्याप्त नहीं है। पुनर्निर्माण का फैसला निम्नलिखित प्राथमिकताओं के आधार पर होना चाहिए:
- स्थानीय लोगों, उनकी संपत्ति और आजीविका को न्यूनतम जोखिम पर रखना।
- समाज और अर्थव्यवस्था की लचीलापन (resilience) को अधिकतम करना, ताकि लोग भविष्य में ऐसी आपदाओं का सामना कर सकें।
जोखिम प्रबंधन के लिए एक ठोस ढांचा आवश्यक है
- एक जोखिम निर्धारण मैट्रिक्स (Risk Determination Matrix) होना चाहिए, जो यह तय करे कि कौन-सा जोखिम स्वीकार्य है और कौन-सा नहीं।
- इसमें एक स्पष्ट प्रतिक्रिया योजना (Response Plan) और ‘अस्वीकार्य जोखिम’ (Unacceptable Risk) की एक सीमा होनी चाहिए।
- इन सभी उपायों की लागत को जलविद्युत परियोजना की बिजली दर (tariff) में शामिल किया जाना चाहिए, न कि केवल व्यावसायिक लाभ के आधार पर निर्णय लिया जाए।
